Does the victim personally prosecute every criminal case?

No. Many offences are government cases. In those matters, police or another authorized investigator conducts the investigation and the government attorney exercises the prosecution function.

The victim still has statutory rights, including rights to information, respectful treatment, protection and compensation-related justice under the Crime Victim Protection Act.
