The correct regulator depends on the cooperative's working area. According to the Department of Cooperatives:
- one-local-level cooperatives are regulated by the relevant local level;
- cooperatives operating across more than one local level but within one province fall under the relevant provincial ministry;
- cooperatives operating across provinces and certain central-level bodies fall under the Department of Cooperatives.
